The overall cost of setting up a free zone company in Dubai depends on the business activity, selected free zone, licence category, number of shareholders, office requirements and number of visas.
A basic setup may be possible with a flexi-desk or shared workspace, while companies requiring private offices, warehouses or specialised facilities will have considerably higher costs.
Takween Advisory can help entrepreneurs identify the relevant setup expenses and choose a structure that fits their business requirements and budget.
Dubai has multiple free zones, and each operates under its own authority with different licensing structures, packages and requirements. Costs can therefore vary significantly from one free zone to another.
For example, DMCC currently states that initial business setup costs can range from approximately AED 10,345 to AED 84,515 depending on the licence duration, office arrangement and other requirements. DMCC also states that licence costs vary according to the business activity.
This means there is no single price that applies to every free zone company in Dubai.
A basic free zone company setup in Dubai can commonly require around AED 15,000–35,000+, while a setup with office space, visas and additional requirements can cost AED 40,000–80,000+ in the first year.
A free zone company is incorporated within one of Dubai's designated economic free zones and is governed by the rules and licensing authority of that particular free zone.
Free zones can offer benefits such as full foreign ownership, specialised business infrastructure and simplified company formation options. DMCC, for example, states that expatriates can own 100% of a company established in its free zone.
The specific benefits and operating conditions depend on the free zone and the type of business activity selected.
Several factors influence the final cost.
The first is the free zone itself. Each authority has its own application, registration, licensing and office fees.
The second is the business activity. Trading, professional, service, industrial and specialised activities can have different licensing requirements.
The third is the office solution. A flexi-desk or shared workspace can be less expensive than a dedicated office, while businesses requiring warehouses or industrial facilities may face significantly higher costs.
The fourth is the number of visas. Visa requirements can increase the total cost based on the number of investors and employees.
Finally, some businesses may need additional approvals, permits, documentation or professional services.
For planning purposes, entrepreneurs should consider the following major cost categories:
Initial Application and Name Reservation: AED 1,000–2,000+
Company Registration: AED 5,000–10,000+
Business Licence: AED 10,000–25,000+ annually
Establishment Card and Immigration Services: AED 1,500–3,000+
Flexi-Desk or Shared Office: AED 5,000–15,000+ annually
Dedicated Office Space: AED 15,000–50,000+ annually
Residence Visa: AED 3,000–7,000+ per person
Additional Approvals and Documentation: AED 1,000–5,000+
Professional Business Setup Assistance: AED 3,000–10,000+
These figures are intended for initial budgeting. Actual charges depend on the selected free zone, licence type, activity, office arrangement, visa requirements and applicable government fees.
For comparison, DMCC's current published standard charges include an application fee of AED 1,035, company registration of AED 9,000 for standard activities and an Articles of Association fee of AED 2,000. Its published licence and visa charges vary according to the applicable service and activity.
The cost prices stated above are baseline estimates only and are subject to market fluctuations, supplier changes, government requirements and variable logistics fees. Actual costs can vary according to the selected free zone, business activity, licence type, office solution, visa requirements and additional approvals. The business licence is normally one of the main recurring expenses for a free zone company.
The amount depends on the selected free zone and activity. Some authorities offer different licence categories for trading, services, consulting, industrial activities and other specialised businesses.
DMCC, for example, publishes an annual licence fee of USD 5,523 in its current setup information, with the final price depending on the business activity.
Other Dubai free zones may have different pricing structures, so comparing the licence based only on the advertised starting price may not provide an accurate picture of the total cost.
Office requirements vary by free zone and business structure.
Some free zones offer flexi-desk or shared workspace solutions suitable for smaller businesses. Others may require a dedicated physical office depending on the activity, licence and visa requirements.
DMCC states that companies require a registered business address within the free zone, with options ranging from flexi-desk arrangements to private offices.
If your business requires a warehouse, retail unit, laboratory, workshop or specialised facility, the premises cost can become one of the largest components of the setup budget.
Visa costs are normally separate from the basic company licence unless a particular promotional package specifically includes a visa.
The number of visas you need will depend on the shareholders, employees and operational requirements of your business.
DMCC's current published information, for example, lists residence visa pricing from USD 907, with additional amounts depending on the applicable process and circumstances.
Therefore, a company with one investor may have a significantly lower first-year immigration budget than a company sponsoring several employees.
Some activities can require approvals beyond the standard company formation process.
This can apply to regulated or specialised sectors where another government authority needs to review the proposed activity.
The requirement can also affect documentation, processing time and overall cost.
Before registering a company, it is therefore important to confirm the exact activity rather than simply selecting a broad business category.
A basic setup usually focuses on keeping initial operating costs low. It may involve a standard licence, a flexi-desk or shared office solution and a limited number of visas.
A premium setup may include a larger private office, multiple visas, additional activities, specialised facilities and more comprehensive administrative services.
The right option depends on how the company plans to operate rather than simply choosing the cheapest package.
For a straightforward free zone company with a basic licence and limited requirements, a practical planning budget can start around AED 15,000–35,000+.
If the business requires office space, one or more residence visas and additional government services, the first-year budget can move toward AED 40,000–60,000+.
Companies requiring multiple visas, dedicated offices, warehouses or specialised approvals may need AED 60,000–80,000+ or more.
These figures are planning ranges rather than fixed package prices.
Start by choosing the free zone according to your actual business activity rather than selecting a zone solely because it has the lowest advertised starting price.
You should also determine whether you need a physical office immediately or whether an eligible flexi-desk or shared workspace is sufficient.
The number of visas should also be planned carefully. Paying for unnecessary visa capacity or office space can increase the first-year cost without providing an immediate business benefit.
Finally, ask for a complete quotation covering the licence, registration, office, establishment card, visas and professional services so you can understand the expected total before proceeding.
Choosing the right free zone can be difficult because Dubai has multiple zones with different activities, licensing structures and cost models.
Takween Advisory can assist entrepreneurs with free zone selection, business activity identification, company formation, licensing, documentation, office requirements and visa-related procedures.
The objective is to help you understand the total expected setup cost rather than focusing only on the headline licence price.
When preparing your budget, consider the following major areas:
Company formation: Application, registration and legal documentation.
Licence: The annual business licence applicable to your chosen activity.
Office: Flexi-desk, shared workspace, dedicated office or specialised premises.
Immigration: Establishment card and related immigration services.
Visas: Investor and employee residence visas.
Additional services: Approvals, translations, documentation and professional assistance where required.
Looking at all these expenses together gives you a much more realistic picture of the cost of starting a company.
A basic setup can commonly start around AED 15,000–35,000+, while companies requiring offices, visas and additional approvals may spend AED 40,000–80,000+ in the first year.
The lowest-cost option generally involves selecting an appropriate low-cost free zone, a suitable basic licence and an eligible flexi-desk or shared workspace arrangement with limited visa requirements.
Not necessarily. Some packages include a flexi-desk or workspace solution, while other licences require office arrangements to be purchased separately.
Some promotional packages may include a visa, but standard setups often charge visa-related services separately. The exact arrangement depends on the free zone and package.
It can be, particularly for businesses that can operate with a basic licence and flexi-desk arrangement. However, the overall cost depends on the activity, office requirements, visas and selected authority.
Free zones generally provide full foreign ownership, subject to the applicable rules of the particular free zone and activity.
Not always. Some free zones provide flexi-desk or shared workspace solutions, while particular activities and authorities may require dedicated premises.
Yes. Takween Advisory can review your business activity, visa requirements and office needs and help you understand the expected setup and operating expenses.
The overall cost of establishing a free zone company in Dubai depends on much more than the initial licence fee. Registration, licensing, office space, establishment card, visas, approvals and professional services can all contribute to the final first-year budget.
A basic company may be established with a relatively modest budget, while businesses requiring multiple visas, dedicated premises or specialised approvals can have considerably higher costs.
If you are planning a free zone company setup in Dubai, it is best to calculate the full first-year cost before selecting a free zone. Takween Advisory can help you review the available options, understand the applicable requirements and plan your company formation budget more accurately.
